How do you repair a roof if you have a roof deck?

I live in a city and a lot of my neighbors have roof decks. How do they fix their roofs when there is a leak, or when the roof just needs to be replaced?

Remove the deck, replace and repair what needs fixing, shingles,plywood roof deck, rafters, anything needs fixing, fix it.replace the deck, job done.
The deck may have to be reverse engineered to remove and replace it, it may have rot or bad areas on it that need repairs also, so take it apart is a good inspection.
